SISU scholar proposes to defend women & children rights for CPPCC

uang Qi, a member of the CPPCC National Committee from Shanghai International Studies University (SISU), highlighted the legal interests of women and children in her proposal for the fifth session of Chinese Political Consultative Conference (CPPCC), which was held between Mar.4 and Mar. 10, 2022.
Huang emphasizes to implement the “Action Plan against Human Trafficking” in her proposal this year after collecting numerous data from visits and research. Huang, Vice President of Shanghai Women’s Federation and an associate professor at SISU’s Law School, has been insisting on the principle of “no research, no speech” as a scholar and lawyer. “Human trafficking must be given treatment,” she stressed.
The plan aims to prevent trafficking by series of legislative measures, including the establishment of a mandatory reporting system and increasing the intensity of combined punishment for several crimes.
“The sentences are still not long after the combined punishment for several crimes, so it is an imperative policy to increase the penalties,” Huang explained.
Huang suggested that the legislation should perfect the charges and increase the penalty,especially the penalty for obstructing the rescue by violence or threat in Article 242. “This is the only way to prevent people from obstructing the rescue and to get rid of the erroneous belief that the law cannot be enforced when everyone is an offender,” She said.
In addition, Huang suggested that legal literacy should be cultivated in order to remove the numbness of the people in the abduction and trafficking-prone areas.
This year, Huang continues to focus on livelihood issues, particularly social support for people with autism, and this is the third year in a row she has spoken out for this group. “I’m more concerned about older autistic people, for whom policy support is almost non-existent.”
When asked which part of the two sessions affected her the most, Huang stated that it was when her proposal was affirmed and implemented.
SISU organizes teachers and students to watch the live broadcast of the conference and participate in the discussion in various ways every year during the two sessions. For example, SISU holds a special study on the spirit of “two sessions”, and Huang is invited to present a report.
On June 23, 2021, Shen Yueyue, Vice Chairman of the National People’s Congress Standing Committee and President of the All-China Women’s Federation, led a team to Shanghai to conduct research on the amendment of the Law on the Protection of Women’s Rights and Interests, during which time he visited SISU to engage in in-depth discussions with teachers and students.
SISU was the only university representation of the study team in Shanghai.
Shen and her delegation visited the Women’s Home and the Mammy’s Hut of SISU. In recent years, the Women’s Work Committee of the university has been focusing on the construction of Women’s House and Mammy’s Hut as platforms for women’s humanistic care.
At present, the university has built 21 Mammy’s Huts, and the Women’s House was awarded as one of the “Top Ten Women’s Houses” in Shanghai.
“Telling the story of China, telling the story of Chinese women’s struggle and growth, this is our dream and the responsibility of female teachers at SISU,” said Yu Zhaohui, director of the SISU’s Women’s Work Committee.
